The City of Paris strengthens the regulation of furnished tourist rentals

To better control the rental of furnished tourist accommodation, the City of Paris now requires a mandatory online declaration to obtain a registration number, to be published on all advertisements from December 1, 2017.

Regulation of furnished tourist rentals

Like other major tourist destinations, Paris has implemented various measures to combat illegal furnished tourist rentals. This practice has caused the traditional Parisian rental market to lose approximately 20,000 housing units in five years. Prices for furnished tourist rentals often reach levels comparable to those in the hotel sector, doubling or even tripling the rates for traditional rentals. This reduces the supply of available housing for permanent residents and increases the cost of both rental and purchase accommodation.

Control and recording measures

Paris already has a team of 25 agents dedicated to monitoring tourist accommodation, carrying out approximately 5,000 inspections per year. In the event of violations, legal proceedings are initiated.

To strengthen these controls, the City of Paris has introduced a prior declaration and registration system, in accordance with the law of October 7, 2016, for all short-term furnished rentals. This system, unanimously approved by the Paris City Council in July, has been mandatory since December 1, 2017.

Online check-in procedure

Since that date, all short-term rentals in Paris must be registered, and the registration number must appear on advertisements. Around 10,000 furnished properties have already been registered through this online service, recognized by professionals in the sector for its ease of use.

The district mayors and group presidents of the Paris Council emphasize the importance for platforms to comply with the legislation by deactivating advertisements without a registration number and those with a number of overnight stays exceeding 120 per year.

How the online service works

This online registration procedure replaces the prior declaration at the town hall. The online service allows you to register your prior declaration and immediately receive an acknowledgment of receipt with a registration number. This number is essential for regulatory compliance.
